Help wanted regarding paint/acrylics

Whats the best type of paint to touch up figures , chipped paint missing paint on figures? i am just starting out on this but any pointers would be good ... and how do i give the figure/doll just a light colour ? what would i mix with the paint to water it down......pointers ..thanks
