Whos the Mego Like Action Figure That Appears on the Green Hornet Movie?

I was watching the Green Hornet movie just released on DVD last night and noticed that there is a Mego Like figure that appears at the very beginning of the movie. It happened to be the favorite action figure of the Green Hornet when he was a kid. It looks a lot like a Mego 12" Christopher Reeve Superman but the colors are weird and the hero is wearing a Robin Like mask.

Anybody can shed some light on this? Thanks in advance!

I also thought Mego when I saw it except the cape looked strange to me....looked like a more of a felt material instead of satin. As soon as the head was ripped off I knew it wasn't Mego but was curious since it looked like a combo Superman/Shazam/Robin wrapped into one.
