        I got 13 and just couldn't remember the one's created for the show with low number of appearances.

                Same difference....she was a tagalong with the Penguin IMO, nothing more than a fancier moll Pussycat was more than a standard henchwoman, she was the focus for a big part of the plot AND she got to sing two songs Not too shabby for a tabby.

                            I was able to come up with 10. Even after reading the answers I didn't remember over half of those I missed. I can't even picture what they looked like or who played them on the show.
                            It's been quite some time since I've seen the show.
