I think it is. I never missed an episode.....and I can watch it over and over without being bored. Brave and the Bold right now is looking pretty good to be another classic.
For Super Hero toons, JLU is the apex. Timm and company had it down to a fine art. The first season of regular JL is a bit shaky (still good) but by season 2 they were at the top of their game. I love B&B, but for storytelling, action, accessibility to both kids AND adults, JLU is the tops of all super hero toons.
Cartoons in general, hard to beat Looney Tunes or the original Tom and Jerry shorts. Also a fan of anything by Tex Avery.
I can't narrow the all time best, but as far as Superhero cartoons, I pick:
SuperFriends (1973)
Spider-Man (1967)
Filmation Batman (60s and 70s)
Blue Falcon & DynaMutt
Aquaman (1960s)
Hulk, Iron-Man, Thor, Sub-Mariner (1960s)
Space Ghost
Birdman

The Justice League Unlimited wasn't the greatest animation but it was one of the greatest series of DC character I have ever saw on television.
I got Season one and Season two (short season) and I watch them over and over.
The second nomination goes to The Spiderman cartoon from the 90s and the third goes to the X-Men cartoon from the 90s with a close following of that 90s's Ironman cartoon and the Fantastic Four one (when they did the second series with the better art).

Fleischer Superman cartoons are the BEST superhero cartoons in the history of the universe...to me...nothing comes close.
Have to agree that the Fleischer Superman cartoons still hold up well. I really enjoy watching them and my kids do as well. I also love Justice League and have very fond memories of the Spider-Man cartoon of the 60's. You also can't go wrong with Batman TAS.
I wouldn't call it the best cartoon ever but the first few seasons of Scooby-Doo are really good.
Looney Tunes are masterpieces.
Early Tom & Jerry are hilarious.
Fleisher Superman & Popeye are great.
