I dont' know if this is related or not, but it's been very slow in general. When I click on a photo to enlarge it, the window pops up, the browser runs, but very seldom does the enlarged picture show up within a reasonable amount of time.

Yep, they seem to be going through a temporary glitch.

Report: EBay’s PayPal shut down for 1 hour
Outage affected users worldwide after retailer had ‘internal’ problems

SAN FRANCISCO— EBay Inc.'s online payments service, PayPal, shut down worldwide for about an hour on Monday after the Internet retailer encountered "internal" problems, the Wall Street Journal reported on Monday.

The outage began at 10:30 a.m. Pacific Time and affected all users for about an hour, the Journal said. Most customers had regained service as of four hours later though some remained offline, the Journal cited an eBay official as saying.

PayPal is the world's largest Internet-based payment system and normally handles $2,000 in online commerce a second, the newspaper reported. EBay spokesmen were not available for comment.

Seems logical that machines would start with the coldest concept first: Ebay.
