I have never seen this, I don't think it's from mego but does anyone know what scale this is? And how rare is it?

It's made by Empire Toys. They come from time to time under a "vintage spiderman" search...I think most people assume they are Mego toys since they are Mego scale.

They aren't rare, but very cool toys nonetheless.

They both come in Batman, Hulk (Like he could drive a van or fly a helicopter), Chips, Emergency (unlicensed), and a couple of generic doll motifs that would have worked for something like Dinah Mite. They are very cool. Megolike.com has some pics of the others.
