Oh yeah.

I have my own board that I run for our local medieval faire (about 300 members).
And I am on staff at a very large modeling community (about 4000 members)

It's amazing just how childish and immature 'grown adults' can be.
And I'm not talking about the adolescent fun and humor like you see around here. That stuff is fun, and one of the reasons I like online communities.
But the whiney, smallminded, vindictive and spoiled type of childish behavior.

The large modeling community presents many headaches just because of the shear size and variety of personalities. Lots of misinterpritations and hurt feelings, as well as some general bad behavior.
The smaller medieval faire community presents a completely different set of problems. Since almost all the member are local geographically, and I actually know them and see them in person every year. Trying to keep order and civility and still not hurt feelings can be quite a juggling act.

From my experiences though, I can say you are better off starting out with a clear set of rules and sticking to them. Be firm in their enforcement and consistent. If people know what is expected of them, and can see that you don't play favorites, it is much easier to keep things orderly and friendly.
It is also easier to start off tough and possibly ease up a little later on, than to try to do the opposite. If you start off too lenient and try to crack down later you end up with a mass exodus and lots of hurt feelings.

Yeah. That's why I don't even have a regular message board at my site. Once I year I do a contest and allow comments on the poll message board and it's usually gets ugly. Unfortunately what it comes down to is the people with the most time on their hands are also the most bitter. They then take the bitterness out on message boards usually because on top of everything else they can't do it in real life.
