That's a sketch from Acceptable TV. They're really funny in general... I love Operation Kitten Calendar (reality show sendup with Trump-style host where contestants shoot pictures of cats for a calendar) and Shady Acres (a sendup of teen dramas with a cast of senior citizens).

I like the clean shirt disguise bit, Bond is warned not to put it on so soon because it will filthy again in 20 seconds, lol. Then when confronted by those two other bums, they see him as a working citizen and start asking for money, lol.
