        I was thinking maybe it went on a saddle, but the sword scabbard sling sounds more logical.

            It's most likely a sword belt or "sabre belt". I can find lots of similar looking pieces using those search terms along with "round buckle". The buckle could be lead filled, as well. Many military buckles were.

            I think the key to unlocking your mystery is, "Who is the dude on the buckle?". Determine that, and you should be able to find out everything else.
