Suicide Squad, despite being "unknown" was their summer tentpole film for 2016, so they sold it to investors/shareholders as such, painting much bigger returns than it got because they did not calculate the massive drop off in box office after week one. They had accurate estimates for week one and projected those numbers outward when making projections to their shareholders. The drop off killed those projections. Pretty much everyone who was anticipating the movie went week one and there was not enough repeat business to sustain the box office as they anticipated. Yes, BvS was disappointing too, but they painted Suicide Squad as the bounceback film for the brand, and it wasn't. The greenlighting of yet another solo Batman movie (and the shuffling of their slate of movies) is a result of needing to put out a movie with a proven brand they can now sell to investors and shareholders because of the shortfalls on projections for both BvS and SS.
