in the marvel universe handbook he is 6 ft 2" but in the avengers #8 he is the same height as the executioner and there is a mention in a later avengers that he was nearly 7 ft tall how can he differ so much in height.

His normal height is indeed 6' 2", but at some point his "ionic energy" power set included the ability to alter his height, which along with his several "regenerations" has resulted in some size variations over the years.
Apart from that, some artists just don't draw characters consistent with earlier specs.
For example, Captain Britain is 6' 6" (the same height as Thor) but in some more recent appearances (such as Secret Avengers) he's drawn as only being about 5' 11".PUNY HUMANS! -
for a "no-prize" explanation, he's essentially now a being comprised of ionic energy, so not really human and likely can grow/shrink depending on the output of that energy. He was brought back to life by the Scarlet Witch when she had that energy gather back into the form of Simon Williams with his consciousness intact.
more likely explanation: he's had so many different creative teams and reinterpretations over the years, that kind of inconsistency is likely going to pop up over forty plus years.Comment

I'm partial to the safari jacket. Mr Muscles was one of the first comic book moments I remember laughing out loud at as a kid.
