Unless there's something in the current DC books that I've missed, I can only find one account of Nightwing acting as an undercover villain which was during the Crisis mess.
It would make sense if they were planning on using Grayson as a Bat-surrogate...but Affleck had revisions made so he could be in Squad.
I think what happened is more WB panic. They signed a guy, who at the time didn't have much heat behind him, to a minor role. Then, he caught fire and is now on the short-list for dozens of projects. So WB hit the panic button and had the Squad part totally revised from a minor to major role, and possibly connected it to Affleck's Batman project.
My bet, based on how the information has come out and coinciding with the development of other DC projects, is Eastwood was originally Steve Trevor. Then he got hot, so they separated Trevor from Squad and made it Deathstroke. Then, someone at WB realized Eastwood be a bad guy and his face would eventually be totally covered. Which...really, really goes against why they guy is popular now.
So they looked at options and minds recognized Eastwood could have easily been Batman, ala Grayson. I have a real hard time believing Affleck is cool with having to work opposite Eastwood as Grayson. The "training your replacement" subplot would be legit.
This could also explain why Titans got scrapped. If Nightwing became integral to the Bat-Franchise, that would negate usage. So TNT had rewrites done sans Grayson and without the Bat-lineage it didn't work.Comment

undercover villain would make more sense if it was the Human Target or Nemesis. You must try to generate happiness within yourself. If you aren't happy in one place, chances are you won't be happy anyplace. -Ernie BanksComment

Isn't Dick Grayson currently "Agent 37" in DC continuity? Batman's undercover agent in the Spyral organization, or maybe it's the Court of Owls now. I can't keep up with DC anymore.Of all the souls I have encountered his was the most...human.Comment
