I read that last month, I think it was originally printed in a Marvel Age. There's debate as to when it was written, with Evanier naturally claiming it's a fraud Stan created eons later. Typical Evanier fashion, he's exaggerating to disparage Stan. I've been re-reading the original 100 issues, and I'd say the memo was written within the production of the first few issues.
