That would be...not good. I assumed Supes had something Kryptonian stored away and Batman tracked the location.
Superman having his own militia would be FAR worse than a dream sequence. If they are zealots devoted to him without his sanction, I can buy that, but they better not be on his payroll. That ain't Superman.
I also find it funny how Snyder and company are acting they always planned to address the leveling of Metropolis. That's a total crock. He was caught way off-guard by the audience reaction. I'd argue he lucked out with people making such a huge discussion out of it, as it gave them an totally non-Marvel approach to sequels.
The week after Man of Steel opened in interviews David Goyer was hinting at addressing the destruction of Metropolis in the sequel. This was well before WB switched streams to make it Batman vs. Superman and Goyer was working on the script. Affleck's guy Terrio took ideas from Goyer's drafts after Goyer all but exited the production. Goyer's supposedly still getting a producer credit. The church/cult of Superman and Luthor scheming to oppose "the alien." were also already on the table. Adding Batman and then Wonder Woman was the key to getting to a Justice League film more quickly than was originally planned.

Goyer didn't go with Legendary to Universal and was trying to remain the architect of DC Films which he started with Begins. He and Snyder thought they could make Superman relevant again with a Transformers level of destruction, but they did not expect the audience to contemplate the repercussions.
Without the Legendary behind him, Goyer lost out to Affleck and Ratner, and is now the equivalent of Favreau; a guy who collects a royalty. The new WB heads gave in to Affleck out of fear of him leaving right after Nolan and Del Toro. Snyder and Goyer were pleading for a second shot, then someone recalled that right before Begins, WB was going to relaunch both characters with a World's Finest movie directed by Wolfgang Petersen. Wonder Woman was shoehorned in when Affleck's guy did the "Dawn of Justice" major rewrite as Cap3 escalated into Civil War.
It's CYA revisionism by the Snyder/Goyer to claim this is what was planned for any MOS sequel. The cult and Luthor's motivation, I'm sure they had an idea. But just look at how MOS ends; it had already moved on from the Metropolis aftermath. That's why the audience reaction was so jarred; the ending was fully upbeat. No foreshadowing, no contemplation, introspection or reaction.
A Super-Clean-Up would've been phenomenal, and just what the film needed. Superman helping the civilians rebuild could've been very post 9-11 uplifting.
