who misses this version of the Penguin? Other than the animated Brave and Bold, we haven't really seen this version since 89's Devito re-imagining have we?
Well, the BTAS crew was able to get out from under their mandated DeVito look when they did The New Batman Adventures episodes. But yeah, other than that, the classic Penguin is pretty much gone.
What I can't figure out is, obviously DC thinks there's a market for classic versions of their characters...otherwise things like this statue wouldn't exist, yet when it comes to the comics themselves it's nothing but this modern crapola.

Looks like DC Collectibles is going with the Devito inspired version, but given that they have done some New Adventures designs, I'm sure they will get to that version of the Penguin at some point.

Keep in mind, other than movies/TV, comics and DC Collectibles merch, for the most part, the products that are made are done so by companies that license the characters in their different incarnations from DC/Warner. Mattel, FTC, Diamond, etc. are not DC.
Readers and Retailers vote with their $$$. As a sociopathic corporate entity, DC responds with product based on that $$$.

Pre-New 52. Batman is still consistently selling at about 50% higher since the reboot. Which tells DC the New 52 Batman is the one readers want. DC is essentially listening to their readership in this case. Note that DC consistently has had all ages Batman comics in print for the past 25 years. Generally animated tie- ins.

This one kind of baffles me... given how ideal classic Penguin would seem for the plush toy treatment, Gotham Penguin seems the least likely candidate for a fun plush toy, yet here we are...
