Well, in the Pre-Crisis DCU, Dick's crush on Babs was mostly unrequited. He and Kory were the real deal. Wolfman really made them a great couple...then really screwed them over.
Post-Crisis, eventually the romance from the BTAS series, which picked up on those Bronze Age flirtations in Batman Family, crept into the comics, mostly through Chuck Dixon's work on Nightwing and BoP. At that point, Starfire had gotten so screwed up they I really couldn't care for her anymore. So I was definitely in the Team Babs camp for good after that.
After turning Starfire into a super-tramp in the New 52, I'm going to have to stay on Team Babs camp. What a waste of a good character.
^...and then evil, mostly naked Raven came in, incinerated the minister, and planted a big wet one on Kory, impregnating her with Trigon demon seeds. And no, I'm not making this up.
Wolfman has said he was being coerced into plotlines he didn't agree with by an editor he won't even mention by name, but sheesh...it was just awful.
What's kind of fascinating to me is that the illustrated examples of Dick/Barbara that come up on google are generally quite romance oriented...
While Dick/Kori tend to be more sexual, in the post-coital sense of them in bed. I'm sure this really imprinted itself during the Perez/Wolfman run. I seem to recall there was some controversy over this at the time, even though it first debuted in a non-code direct only version of the Titans comic (reprinted a year later on the newsstands).
To me the Barbara-Grayson relationship still feels like a retcon even though it's been in continuity for a couple of decades. So it's Kori for me, but I lost track of the character before the Barbara retcon happened.
Barbara was a congresswoman while Dick was in college in pre-crisis continuity. I can see Dick having a crush and even Barbara thinking he's attractive, but I just don't see a congresswoman with a college student in anything more than just a hook-up relationship.
From what I read of the New 52, Barbara now seems younger than Dick
