It would be cool if he returned, but that would no doubt make people draw conclusions that Arrow takes place in the Nolan-verse. While I think he's great as Ra's, it would seem better to have someone else give their take on the role, making it their own.

Maybe, but sometimes Actors will take a role for less money if it's something the care about. You see this happen ALL the time in small, independent movies...just because they liked the script.
