Is it just me, or are they speeding up the opening and closing themes in spots? Probably in an effort to squeeze in more commercials, with less actual episode trimming. Still, it sounds weird.

They speed up the music until the "vocals" of "Batman, Na, Na, Na..." kick in. Probably didn't think anyone would notice.

Sometimes, it's contractual for shows that have complicated rights. Channels with wide penetration can't show them complete or in normal time blocks. I don't know how strong that hold anymore considering how many libraries have been consolidated. But things like Batman '66, HB FF, Marvel '67...anything with tangled rights used to fall into that grouping.
