Maybe they are thinking they have to rein this one in a bit since the concept is WAY out there for the previous Marvel movies, and may be a bit for the general audiences who have loved these movies so far. Green Lantern going all out with the Corps may have influenced the more toned-down look as well, because we know how that went over.

When you consider the Nova Corps are strictly a supporting cast for Guardians of Galaxy, I would suspect suspension of disbelief will already be a valued tool in purchasing that movie ticket.

That does look like cheap junk. They can modify it, but it at least needs form and function.

So I'm probably missing something here.

The fact it's a $200 million production might be what's missing. This looks like a fan-boy costume. Simply being able to surmise who this might be (with little or no personal attachment to the character) is not a reason to give it a passing grade for me. But then again, it's one of my favorite characters, so I'm going to want a little more bang for my buck. This monstrosity looks like Stark's SWAT team in space. The concept is way off the mark. Are you freakin' kidding me?! Absolutely insane. I know the Marvel universe has certainly gone to the well more than a few times on trying to "ground" the look of it's heroes.
