Check the comic section. There was a thread there several months ago, and a recent one about him making the Entertainment Weekly cover.
But here's my thoughts: Electro is not an overly well-developed character in the comics. He channels electricity and has a goofy green and yellow costume in the comics. Him being white or black really doesn't affect the character one way or another. Foxx is a good actor. The look somewhat matches Electro's look from the Ultimate Universe, which this Spidey series is tryinng to emulate more than the traditional MU.
So I'm going to wait until I see the movie to decide whether I like it or not.
And honestly, the casting of tiny, pudgy Paul Giamatti (also a good actor) as the Rhino bothers me more than Foxx as Electro. But I'm going to keep an open mind on that one too.

I think the whole idea of the characters selected, in addition to the casting choices, is just a yawner. Even had they stayed faithful to the look of the comic character, Electro is just not engaging enough. Nor is the Rhino. I'm a huge Spider-man fan but have minimal interest in this film. Webb botched the Lizard so badly, I don't carry any expectations for him to get additional villains right. Comics are not his thing, so his inspiration is strictly financial.Comment

They seem to be going out of their way to find actors (and oufits) that look nothing like the comic book versions.
Next up will be Jack Black as The Vulture, I guess....

As for Electro...that little teaser trailer they showed gave me freaking goosebumps.Comment

Have to disagree with you there MIB...I thought the Lizard was fantastic. Rhys Ifans is an amazing actor and pulled off a great characterization, and I loved the design of the Lizard himself. The only thing I missed seeing was some interaction with Martha and Billy Connors.
