^Y'know, I suspect Flash is second only to Batman for variety of foes--& they have the added advantage of being well-organized. (And who knew the Scarlet Speedster had battled both cereal & Star Trek?)

To me , Spidey, Bats and Flash have the best Rouges Galleries.

^Yeah, I'd agree with that. Batman has the best, and certainly the most famous. Joker and Catwoman alone are more recognizable than many of the top tier super heroes from either company.

Dr. Doom is my favorite Marvel character, so I'm a little bias, but I think the Fantastic Four's rouges gallery would be right up there, for size and for memorable characters.
