I like the old school Bat-crooks. They were a bit more creative than your typical homicidal maniac. Anybody got a good reference for Calendar Man from his earlier days? I have a itch to do some Dick Sprang era Bat stuff.
Dog Welder from Hitman. Don't remember if he was a villain or not, tho.
Well worth mentioning even if he isn't a bad-guy.
Heck the entire Section 8 are brilliant in their own way. Particularly the Defenstrator (carries around a window pane so he can smash it over and through his opponants), and Bueno Excellento (who fights crime with the power of his perversion).
One of the funniest moments in Hitman's entire run was the Lobo crossover that ended with Lobo waking up with Bueno wearing a wedding dress.
I think it might have been Geoff Johns who had an idea to revamp Kite Man as a creepy seriel killer who used the flayed skin of his victems to make his kites. I can't remember if it was in jest or if it was blocked by editorial.
Calander Man actually was written quite well in Loeb and Sale's long Halloween.
Howzabout pretty much every bad guy the D.N.A.gents fought? Wasn't one of 'em a dude with a bunge cord? (That was his sctick, he had a bunge cord.)

Sounds like "Dober-Man the Pincher" from the old "Guide to a Nonexistant Universe." His power was that he was the most annoying person on Earth. (He remembered every insult and tasteless joke he'd ever heard with his "pornographic memory.")
...and... what's the deal with that "Dogwelder" guy?
Nobody's mentioned Angelo Bond - Angle Man. I hated Math in school and didn't do very well, so my nightmare is a guy intights chasing me with a triangle!
