Although I've seen first hand today how fanatical Lego collectors can be, having attended the local Lego Con today. In Hong Kong and Japan there are stores that specialize in mini figures, and for that market, this seems on par believe it or not. There are a lot more than 1,000 Lego figure collectors out there in the world, and Lego has international appeal.
