The Protector is interesting because he's obviously Robin redrawn. These were free PSA style comic books given away by companies like Keibler and IBM.
A 30 second animated anti-drug spot was done, and if I am remembering correctly, the rights to Robin were tied up elsewhere... hence The Protector.

Yeah,George Perez drew Robin, then found out about the conflict and redrew Protector over Robin. then after the comic came out Nabisco said they would have signed off on using Robin if "ONLY THEY WERE ASKED"."Hang on Lady... Nabisco was making the DC Super Heroes Cookies at the time, which oddly enough had artwork on the front of each box by...George Perez! Holy Legal Conundrum, Batman!
