If anyone has picked up that last few issues of Thor, from 617 onward, you know that he brought back Loki, one of the biggest pains in the patoot Asgard ever produced.
Only, he's in the form of a teenager, somewhere between thirteen and fifteen, rather cute, running a three card monte scam in Paris.
Overall, I thought that the set up was well executed. It's just like Loki, no matter where he goes to set up a scam of some type. The amnesia thing comes off as believable, because no teenager wants to know that kind of stuff about himself, so he shuts it away to stay sane.
At least he's showing some remorse about it, and seems to be more amenable and amiable than in the past. He's not so bitter toward his brother anymore, although his relationship with Odin is going to be a rather strained one, even more so than when he was an adult.
Although, Thor is going to be in for it, since he's going to be raising this kid. A walking hormone bomb who flirts with any pretty girl he sees (anyone here have a fourteen year old boy? You know what I'm talking about.), will probably run scams on the kids if he's put into school, and generally make everyone's life nuts.
As to how much of his former power he actually has, I don't think that Thor was dumb enough to give him the whole upgrade at once. He more than likely gave him just enough for his body to handle, and is keeping the rest on ice until the kids grows older. Not necessarily grows up, but grows older.
