Yes and no ~ I'd agree with you totally on the budget aspect that the studio always throws out.
However, if you look at that 'Astronaut Farmer' movie and other, less-blockbuster-type films, period pieces are done and their budgets are much smaller.
Granted, you can't do large-scale, hundreds of extras on streets very easily, but retro-looking shows like 'The Flash' carried it off to an extent. What I'm trying to say is that there are stylish ways to get around large budget concerns.

Flash was following the batman motiff of stylised retro rather than true period. also that allows flexibility in costuming to use what you have available from the vehicle rental company for the least price
