According to Forbes' Wealthiest Fictional Character List, it's Bruce Wayne at $6.8 Billion....Tony Stark only has $3 Billion.
Of course Richie Rich tops them both with $10.7 Billion.

Although Stark and Wayne are known as playboys living on trust funds, Wayne just plays the part and uses that money on his crimefighting junk. Stark uses his money on the actually partying and then needs more money for his crimefighting junk.

So, I would say at the end of the day, Wayne has more money left over.

Plus, Wayne's got guys running his business to keep him in the green. Stark goes broke every 50 issues or so.

Well put Ladyzod. It's a tough call but since Stark industries is mostly a military industrial government contractor and Waynetech caters to the provate sector I bet Bruce is richer (no need to have lowball bids)
