That doesn't matter. They should still have some kind'a flag or a standard. We sent men to the Moon and they planted the US Flag. There should be flags and banners of their race. The hall could have been decorated with tapestries, etc. Even Klingons on Star Trek had such things on their regular ships and in buildings. They had them in Flash Gordon too.
