No that's Neal Adams and Dick Giordano....it's the front/back cover art to the JLA treasury edition.

I'm thinking it's Dick Goirdano. The art was used on a Justice League tabloid that came out in the mid 1970s.

^ The JLA artwork was also used on the back cover of the 1976 DC calendar and it's signed "Adams & Giordano".....

Very cool to see that artwork again. I used to stare at the front and back of that treasury in awe as a kid.
