Why do so many of my favorite villains have chalk-white skin tone?

Outside of DC/MARVEL the JADIS, "THE WHITE WITCH" of Narnia
is my favorite all-time villain----the female version of Terence Stamp's
version of GENERAL ZOD----just merciless and FURIOUS....and almost
    all-powerful to boot.

JOKER is my favorite out of the DC/Marvel bunch...the idea that
"chaos" is his foundation and motivation for everything plus
the fact that he's Bats' main villain and that he looks cool/colorful
with that face, hair and suit---and that manic personality makes
him just the best for me.

Then there's BIZARRO----the fact that he's a villain that aspires to be
SUPERMAN---is enough for me----we have something in common

    Outside of the white skin---

The multiple versions of CREEPER remind me of JOKER and BIZARRO
    so I like him alot!

I fell in love with RHINO and ELECTRO from the Marvel stable based
on the 60s cartoon---and they are still favorites to this day
    merely based on that.

Ever since he appeared on SPIDER-FRIENDS, I had a thing for JUGGERNAUT
in much the same way as RHINO and ELECTRO.

Still, I never really bonded with a MARVEL villain through their "psyche".

BUT---I will admit that the way Parker's "fatherly" relationship with
Norman Osbourne in SPIDER-MAN (the movie)----make me enjoy
the GREEN GOBLIN character...I'm guessing they created that more
for the movie tho'---and it wasn't really there in the comics to begin with(?).
"No. No no no no no no. You done got me talkin' politics. I didn't wanna'. Like I said y'all, I'm just happy to be alive. I think I'll scoot over here right by this winda', let this beautiful carriage rock me to sleep, and dream about how lucky I am." - Chris Mannix

Shockingly, I'd go with Green Goblin. Joker, Darkseid, The Lizard, and Dr. Doom would be next.

General Ross from the classic Hulk. Proved a glory seeking has been military officer is only good when he is thinking only of his own career and have men blindless follow his orders, pushing around the weak minded just to make himself fell important.
