I am going to give some credit in that it looks like he incorporated the USAGENT design and caps original sheild intot he suit. BUT why does cap's suit need a major redesign anyway. Might as well bring out Reb Brown's from the first TV movie

The last issue of the Bucky Cap story arc gives a hint to the redesign. The new outfit, designed by Stark, gives the wearer much more protection then the old scale mail outfit. It seems that the Super-Soldier formula not only brought Steve's body to the peak of human perfection, but also toughened Rogers up a good bit.
The new design has grown on me. BTW, it looks much better on the page then on the cover. The colorist doesn't try to make it quite as shiney as the cover artist.

I have to agree. It's not horrible, but it looks pretty much like his unused Spider-Man movie design with Cap elements in place of red and black webbing.
I'm sure all the other artists at Marvel REALLY appreciate the metallic sheen he put on it too. So easy to do in pencil, and not distracting at all from panel to panel.
Kinda afraid to see what he does to Batman's costume.
You know if that image he created (that's Airdave's avatar above) MAY be a clue if Nightwing is indeed becoming Batman. The blue bat may be more than a stylistic flourish and actually point to incoporating Nightwing's costume elements into Batman's.

Thanks troy but that explains why the costume would be manufactured differently (in the comic world) not why they change the way it looks. It's kind of like IRON MAN (to stay in stark mode) the change from grey to yellow (in the bulky suit) to red yellow to red silver back to red yellow the stylistic change has no bearing on how the suit is made it's just the paint job.
that was why I made the comment about the Reb Brown suit it is a change for changes sake
