Just going by Mego's WGSH and excluding Superman, top 3 strongest in descending order:
Supergirl
Captain Marvel/Wonder Woman/Thor (tie)
Hulk
I put Capt. Marvel, WW and Thor being tied because both CM and WW are supposed to have the strength of Hercules, and Thor has been shown to be a match for Marvel's version of Hercules. I'd rank the rest like so.

I was just going by physical strength alone. Of course Mxy can make himself as strong as he wants, but naturally, he's puny.Mxys not physically strong but he does have God like power He should be bumped up the list a bit.
I probably should have put Catwoman up above all the other villains.I think she could take out all of them.
