Since his hair looks a different color from the rest of his head, I think the paint was removed.

Idk I don’t see a color difference. I used to have a Ledy Robin with no painted eyes just the black mask. Is it possible the figure just shipped without paint? Absolutely

All I can say is look at all the pictures and you might see the color difference. Especially the one of the back of the head where the ear is not the same color as the hair. I'm very good as seeing color differences. I may have tetrachromacy.
