He is Cobra Commander.
As a huge fan of G.I. Joe: A Real American Hero from its inception in 1982 I have always dreamed of having some of their greatest characters in Mego form. I was inspired to take a stab at making some of the A Real American Hero era of Joe and Cobra characters after the last few years of picking up several of the Magnificent Team figures that closely resemble existing G.I. Joe characters. I hope to add more Cobra and G.I. Joe characters to the roster in the future.
What helped with bringing Cobra Commander to fruition was being able to nab the pre-finished Cobra Commander head from wildcard maverick that I found on eBay late last year. But, I was on the fence on whether to do the head snake strictly in his vintage '82/'83 garb...

...or in his Resolute uniform, which is one of my favorite variations of CC...

In the end I decided to base my custom's outfit on the basic vintage uniform but, add some subtle elements from the Resolute uniform, particularly the longer jacket style cut of his uniform shirt. I am very pleased with how it turned out.
Cobra Commander is built on a Type-S body with painted hands, as previously mentioned the pre-finished head sculpt is from wildcard maverick on eBay, the boots and belt are from CTVT, the pistol & dagger are from Doc, the black body suit was sewn by my wife, the blue uniform and the dagger sheath w/straps was tailored and sewn by me. And, Cobra Commander would not be complete without the chest and belt buckle Cobra emblems provided by the masterful LaserMego. The box was designed and assembled by me.
