Have had these on the old "to do" list for some time. Inspired by Arrow and old reruns of Batman Beyond.
First, the Count!
Count Vertigo first appeared in Star City, where he attempted to steal back the jewels his parents had sold when they escaped to England after the war. The victim of a hereditary inner ear defect that affected his balance, Vertigo had a small electronic device implanted in his right temple that compensated this problem. Tinkering with the device, Vertigo learned he was able to affect other people’s balance as well, distorting their perceptions so that they literally couldn’t tell up from down, an effect known as vertigo. Donning a costume and taking the name "Count Vertigo", he embarked on a life of crime. This would bring him in conflict with the heroes Green Arrow and Black Canary.
Count Vertigo is built on a Mego Type 2 body with black hands from CTVT; boots also from CTVT; head from an unknown source; suit, cape and paints by yours truly; rope for cape from a DC 9" Martian Manhunter action figure.

And now, Spellbinder...
Delbert Billings is a costumed super-villain and enemy to Batman. He began his career as an art thief in Gotham City, using colorful hypnotic weapons to distract his opponents. There was a second Spellbinder who was a member of the League Busters. Delbert's girlfriend Fay Moffit gained illusion-casting powers during Underworld Unleashed, when she took a deal with Neron that Delbert turned down. In the Batman Beyond future, Ira Billings takes the mantle. Spellbinder was created by John Broome and Sheldon Moldoff, first appearing in Detective Comics #358. (1966)
Spellbinder is built on a Mego Type 2 body; boots from CTVT; head a modified Reverse Flash head from Drmego.com; suit and paints by yours truly.
