He looks like a Gil Kane or Rich Buckler late 70's early 80's villian...
I'd call him either Energon or Doctor Quasar....

Dr. Harlan Carter was a famed Egyptologist and man of adventure. While exploring the lost tomb of Amun-Shu, his party was attacked and murdered by grave robbers. Carter grappled with the bandit leader in the timeless halls of the tomb. In the fighting, the bandit carelessly triggered an ancient trap. The ground gave way underneath them, and Carter fell into a hidden chamber below. As Carter lay bleeding on the stone floor of the chamber, his body too broken to move, he could see the chamber housed an unusual altar. The walls contained glyphs bearing some sort of message: a blessing, or perhaps a curse. When Carter mouthed the words, a pulsing green energy shot out from the altar and enveloped him. Desert sands began to swirl around him in a mighty cyclone. He could feel his body being transformed. He was connected in some way to this sandstorm and this strange energy, able to harness and control it. The cyclone carried him up out of the chamber like a legendary djinn. With a raise of his hands, the sandstorm buried the temple and the grave robbers until only dust remained.

The newspapers reported that Dr. Harlan Carter died that day in a freak sandstorm. But in truth, he was reborn: as the Whirling Dervish.

He prefers to be called Shock Wave, but the newspapers dubbed him the Peel Person.

After being blasted by atomic radiation during an experiment gone wrong, his body chemistry changed. He was no longer human, but a mass of blue smoke somewhat resembling a human form. Using his genius, he was able to create a suit which was able to contain himself, which reshaped a human body for himself.

After leaving his lab during a dark and rainy day, a lightning bolt struck a telephone pole, the wires splashing in a pool of water, shocking him, permanently fusing his suit to him, while leaving yellow markings on various parts of it.

Building gauntlets to contain the lightning surging through, he discovered that when he powers up, those "peels" on his uniforms become solidified energy, allowing him to use them as electric boomerangs.

Interesting trivia:

Due to the media’s name, most bad guys don’t take him seriously.
He wanted to be called Captain Boomerang, but didn't want people to think he named himself after a villain.

Galan - 1 of the most feared and beloved beings in the universe, Galan does not speak (human at least). Galan comes from the planet Eris and relies on energy to sub stain life.

Galans powers consists of the ability to create a force field, fly, and absorb energy. It is unknown if Galan can read minds but he seems to react to emotions displayed around him. Emotions in a good nature seem to to have a good affect on him but emotions with a bad intent have proven to cause major destruction and chaos! There are no known weakness for Galan yet or how or why he is on planet Earth but his intents don't seem favorable for man kind!
