It is not a dc retro, this was made way before they came out. I got it from Russ a long long time ago. It was cast in that clear green plastic. He threw it in for my order being so late.
other than that I have no other info of how he made it, or what sinestro he cast it from - sorry"Where Does He Get Those Wonderful Toys?"Comment
