Won an incomplete WOZ scarecrow in a lot and it gave me some inspiration. Since between Mego and Retro-Action the Legion Of Doom would be short one member, why not trying turning it into a DC style Scarecrow? The result is basically a mash up of several different versions but I think it works.

To make him I first cut off the "straw" portions on the arms and legs of the costume. Some versions do have it but most do not. I then dyed the pants in brown Ritt fabric dye to drown out the green patches on the legs. There was excess rope on the wrist areas so I cut those off, tied them together and used them to create rope belt.
Switched out the the WOZ head with a CTVT head to accomdate the mask. The mask is actually made from a piece of the back of EMCE sticker sheet for the Star Trek bridge. I had it lying around and it's about the right color. Once I had over the head, I drew the face on. Regular piece of rope holds the mask on.
Finally Doc Mego hat/shoes finish it off. Hat doesn't stay on quite right but since it's for display only it does the job.
