POTA jail wagon

I had this Marx safari cage and decided it would be perfect for a jail wagon.
I had an extra wagon so I removed the wheels and attached them to the bottom with screws. I want this to look like something mego may have released. I am not sure what I will do to atach it to the horse.

It would have been great if it was dark brown like the wagon wheels. I am deciding if I should paint it the same color as the wheels or if I should just leave it!?
