I had given that some thought, Burke with black painted hair maybe? I would also have to give him black glove hands which he wore in the later episodes, I would maybe use the CHiPS bodies for that.
Yes, I think painting Burke's hair black would work to make him into Little Joe. And no matter what you'd use for gloved hands, they'd definitely be a nice touch.
