Must be a prototype mock up or maybe even a custom. Figures inc (pre CTVT) released an Elvira figure and (several varients) years ago. The finished figure does not use a mego like body like the one in the pic. The Elvira figure was released way before CTVT and they would have had no replica Mego body to work with.
Almost looks like a Barbie sized head on a Mego body. Way out of scale. I think the released figure actually looks nicer.

Yes that is The Figures Inc. Elvira. but a prototype or custom.The actual Figures Inc ones are floating around. I usually bump into them from time to time.

The figure they did produce was nowhere near this cool, and the head sculpt was way different, and had molded hair. Same accessories and packaging though...?
This is interesting...I wonder if it means they are restarting production, or something that was in the pipeline, but was killed when they seemed to give up on the 8" stuff?
I'm surprised nobody here Cannibalized the Elvira figures.
I threw the outfit on a vintage mego body right away.
A more voluptious body would better suit the figure however.
That is a custom using an I Love Lucy head and Mego style body. They just used the dress, accessories and packaging from the Figures Co. figure that came out years ago.
