Make the windshield out of clear plastic. You can use any front to a see through package if you can find the right thickness. Mount it using the rivets they use in scrap booking to the faux windshield the car already has. Hit it with a hair dryer after you mount it to help it hold the wrap around shape.
It already has the holes for a bumper. Have Laser Mego cut one for you the Green Arrow logo in translucent green material he used on his Micronaut wings and mount it using some threaded screws. They should just push right into the supplied holes the way the original one did with no adapting needed.
Do the rest in vinyl stickers. There are a few here that do that. Take pics of all sides of the car and lay out the details. You can do it with the Paint program on most computers just for mockups. Search Google Images for reference.
Cut dark green craft foam in the shape of seat cushions. That'll bring it forward a little bit and make it easier for GA to reach the pedals.
They make very detailed dashboard instruments for modeling. Though if I were keeping with a Mego like appearance I would go with stickers the way they would have. One sticker applied across the dashboard.
Dollar Tree has some nerf style launchers that with a little dremel persuasion could be modified into working arrow launchers and mounted with double sided tape easily.
Laser Mego could probably make some custom GA heads for the arrows the way he did for the Mattel bow a few weeks back.
