Anyone have any suggestions on how to create a 1/6 scale CA shield, as seen in the 70's TV show?

You could try forming thin clear plastic over a plaster cast of a shield or cast it in clear resin Alumalite does a really good clear resin

Wasn't that shield really round? If you could find a clear hollow ball or clear ball Christmas ornament you could cut one out of it maybe.

Clear plastic button/pins from the craft store would work too, they are designed to come apart so you insert artwork between the two clear pieces.

The shield had a convex shape to it from the 1979 pilot
