You have two options...either hire a sculptor to make you a head, or use an existing Alex Ross sculpt and enlarge and modify it.

you might be able to get the masked hero head from FTC to look a bit like the Blue Beetle.

or maybe a Castaway Phantom head, tho those are probably hard to come by anymore.

^You'd probably have to strip the existing paint using acetone and repaint it...but with the molded cowl it might be easier to just use an FTC bald head and paint it. I'd recommend acrylic paints. You also seem to have so many projects you're interested in at once...custom figures in various scales...playsets, vehicles...it would help you a lot to focus on one project at a time and follow it through to completion.
