if you only want the cover I would just find an image online and shrink it down and print it out. trial and error until you get one that looks right in the figure's hands.

The comic book on ebay is scaled for dollhouses (1:12), that is why it's 7/8" high.
For a Mego-sized one, try printing them at 1.15".
Remember to pad a little bit of white space between the front and the back covers. That's to accomodate the fold and the staple. I made some mini-comics a few years ago. For the interior pages, I just trimmed small pieces from the Sunday comics in the newspaper.
