4th Doctor scarf?

I need some suggestions about how I may make a 4th Doctor scarf. My wife just rolled her eyes at me when I suggested she knit the tiny scarf. To be in scale, it should be about an inch wide and sixteen inches long. I started with a piece of scrap fabric and some Sharpies. I didn't get far before I had a bleed problem. Any ideas would be helpful or I'm going to have to take up knitting.
