Does anyone have image reference for this character? From the images I've found, he appears most in, blue mask and cape, red bodysuit, black shorts, boots and gloves.

This sounds like what you describe except being Turkish, I think.

Personally, I would do him in all black & red, similar to how DC depicts modern Robin.

Black and red sounds good to me.
Another variation I've seen:
Red cowl, red bodysuit, blue cape, black gloves, boots and trunks.
The same with a blue cowl.

I'm sold on the black and red design. Blue and red works as well, as chippupperty clearly shown.
Now I'm thinking about Bat-Manga: Batman, Robin, and Lord Deathman, as shown in the Brave and the Bold series.
