Blender is a free 3D program available on the web, maybe that's a good place to start?

Asking how to sculpt in 3D is like asking "How do I cook" or "How do I drive"

Practice, lots of classes, some natural ability, there is no fast or easy way, especially if you are starting with no 3D software knowledge. I would suggest looking into community college courses and go from there.
