New elastic in old tights? A good idea, bad idea? Can it be done by hand?

I have NO place to set up a machine in this apartment. AT. ALL.

The tights are perfect, except for the fact that nearly all of them have worn out elastic.

Considering how small the waistline is, should I simply do it by hand? Is that possible?

If so, how do I maintaing tension on the elastic and sew it at the same time?

I can and do do them on a machine
I never tried by hand, so no help there.

Yeah, its not really difficult after you've done them for a while.
I got tired of seeing stretched out tights of my own and just buckled down and did them.
Did a few for board members, then honed it down for making my own tights!
Most of the work is tear down.

Yeah, I used an exacto knife to cut the threads.

A seam ripper is too small for me to see, and it doesn't help that they are black tights with matching thread!
