That's correct size I think. I have one from the `90's where the head flips over and has an alternate head under it with the scanner/probe extended from his compartment into the air. It has yellowed some from dust getting on it.

The Estes Rockets released for Phantom Menace featured a launching R2 which is slightly larger and I think closer to scale - drawback is it had stickers for the body panels and had the little rockets popped out like they did in the prequels, bonus though was the head turns. I was re-engineering one but haven't gotten back to it yet.
